This is to inform you that this Ministry hereby conveys its approval for the Establishment of Spectrum Regulatory Sandbox (SRS)/WiTe Zone (Category I/Category II) based on the details submitted by you and declaration under Section 4 of the Indian Telegraph Act, 1885 and the scope of the guidelines described in OM No. R-11014/08/2021-NT dated xx.xx.2023.

Terms & Conditions:
  1. This authorisation is non-transferable and is valid for ten years subject to correctness of the submitted details and compliance to the Terms & Conditions as mentioned below:
    1. Any assigned spectrum for use in the WiTe Zone shall be on non-interference and non-protection basis.
    2. Test facilities in the WiTe Zones should have no adverse impact on the ‘existing Radiocommunication Services’ including Terrestrial and Satellite networks. In case of any adverse impact on ‘existing Radiocommunication services’, the outdoor testing in the WiTe Zone should be put in abeyance till the issue is resolved.
    3. It shall be ensured that all the licensed services including Mobile services don’t get impacted, blocked or disturbed in the testing zones. The outdoor power levels should be such that respective harmonics, out of band emissions, spurious signals should not affect Radiocommunication services in other frequency bands. If any harmful interference to existing radiocommunication services is noticed, the testing shall be immediately suspended till the final resolution of the interference issue.
    4. No Radiocommunication service shall commercially be offered to any entity/individual from the WiTe Zones. Testing facility/test bed shall not have any connectivity with PSTN/Public commercial network/satellite for the purpose of testing/R&D.
    5. Coordinators shall update on a quarterly basis on the Saralsanchar portal about their activities online in the prescribed format.
    6. Maximum EIRP permitted in WiTe Zones shall be up to the level permitted for commercial operations in such band under the respective licences granted under India Telegraph Act 1885.
    7. Mast height site clearance, as applicable should be obtained in respect of fixed station as per SACFA norms.
    8. Other terms and conditions as per OM No. R-11014/08/2021-NT dated xx.xx.2023, as amended from time to time are also applicable.
  2. The Authorisation shall be governed by the provision of Indian Telegraph Act, 1885, Indian Wireless Telegraphy Act, 1933 and Telecom Regulatory Authority of India Act, 1997 and Information Technology Act, 2000.
  3. This authorisation covers all devices/equipment under test/Experimental setup in the given WiTe Zone.
  4. Any non-compliance or wrong declaration may lead to punitive action including cancellation of the authorisation and the applicant is liable to be prosecuted under Indian laws as applicable.
  5. DoT reserves the right to inspect / monitor for the compliance of the terms and conditions mention in this authorization.
  6. The testing facility should comply with all the terms and conditions of DoT. In case violation, authorisation would liable to be withdrawn without any prior notice and appropriate action would be initiated by DoT.
